Whittier Oil Project Expenses


 


Background

 

The City of Whittier embarked on an oil project in an open space preserve with Matrix Oil and Clayton Williams Energy.  Prior to starting the project permission was needed by the Los Angeles County Board of Supervisors which was never granted.  Yet, the City of Whittier and the oil companies pushed on with the oil project.  It was agreed that the City would create an escrow account in which an initial deposit of $400,000.00 would be made that the City of Whittier could use for expenses regarding the oil project.

After reviewing documentation that was supplied to us by the City of Whittier the first deposit was made prior to March 2008.  That is approximately 5 1/2 months before the project went to bid and 7 1/2 months prior to the project being awarded to the oil companies.  We did discover that the City and the oil companies did sign a Letter of Agreement between themselves for the oil project.  That was indicated by an e-mail  that we discovered date March 2008.

It was also noted that the last payment made to the City by Matrix Oil was July 6, 2012.  It has been over three years since any money was supplied to the oil project from the oil companies.
